New Jersey legalized civilian stun gun possession in 2022 after decades of a blanket ban struck down by federal courts. The new law permits adults 18+ to possess stun guns up to 3/4 oz โ making New Jersey one of the few states with an explicit size restriction. Every major New Jersey campus bans them regardless.
What New Jersey Law Actually Says
New Jersey Statutes ยง 2C:39-3 was amended in 2022 following federal court rulings finding the blanket ban unconstitutional. Adults 18+ may now possess stun guns for self-defense with the following restrictions:
- Maximum size: 3/4 oz
- Use: Self-defense only
- Prohibited persons: Convicted felons
- Prohibited locations: School grounds, government buildings
The 3/4 oz size limit is unusual โ most consumer keychain stun guns fall within this limit, but buyers should verify the weight of any device before purchasing in New Jersey.
Campus Reality
Rutgers, Princeton, Seton Hall, Montclair State, and Rowan all ban stun guns on campus under their weapons policies.
What to Carry Instead
For New Jersey students, a personal alarm and pepper spray are the right combination. The She's Birdie Personal Alarm ($29.99) is unrestricted everywhere. The SABRE Campus Safety Pepper Gel ($11.99) is legal in New Jersey with no restrictions.
New Jersey buyers: Check the weight of any stun gun before purchase โ the 3/4 oz limit means some larger devices are still illegal even with the 2022 law change.

Important: Campus policies change. Always verify current pepper spray rules directly with your student's campus police department or housing office before move-in day. State law sets the minimum โ individual colleges can be more restrictive.
